Palestinian Liberation Organization (PLO) Central Committee has set up a committee to prepare with PLO factions to hold the Palestinian National Council before the end of this year, an official of the Palestinian National Liberation Movement (Fatah) said on Thursday.

A member of Fatah Central Committee Hussein Sheikh told Xinhua that the committee formed to conduct dialogue with the factions of the PLO and national forces and figures in preparation for the National Council, which supposed to be held before the end of this year.

This scheduled dialogue aims to reach the largest national consensus on the date of convening the National Assembly, in addition to formulating the political program and the outcomes of the council’s session.

Fatah leader said that the dialogue on convening the National Council and the consensus would include all Palestinian national and civil society forces as well as independent personalities.

Fatah Central Committee held a meeting last night under the leadership of Palestinian President Mahmoud Abbas in the West Bank city of Ramallah, and focused on proposing a date for convening the National Council of the PLO, according to Sheikh.

The meeting came ahead of a meeting of the Executive Committee of the PLO headed by Abbas in the city of Ramallah.

It was announced last January that the Preparatory Committee of the National Assembly agreed on the need to hold a national council including all Palestinian forces in accordance with the Cairo Declaration (2005) and the Palestinian reconciliation agreement signed in May 2011 through elections in consensus.

The announcement came after meetings held by the committee headed by Palestinian National Council Speaker Salim al-Zanoun for two days at the headquarters of the Palestinian embassy in Beirut in partnership with the Islamic Resistance Movement (Hamas) and the Islamic Jihad for the first time.

Hamas and Jihad, along with the Popular Front for the Liberation of Palestine (PFLP), had previously rejected the call for the National Assembly to be held in Ramallah.

According to the website of the National Council, which has more than 750 members, it held 22 extraordinary and regular sessions, the most recent of which was in the Gaza Strip in 1996.

The last session of the extraordinary meetings of the National Council held in December 2009 in Ramallah after the death of the member of the executive committee of the PLO Samir Ghosheh, bringing the number of vacancies of the Committee to six members, which is one third of the members, and vacancies in the Committee were filled.
